I'm a guy and have some hairs under my fringe that are about half the length as the rest of my hair and my hair's nowhere near long enough to pull back. But, I admit, when you have fuzz to the extent of the girl on the far left that you mentioned, that's just not right. I'm pretty sure she's gradually going bald from her hair being constantly pulled back. I’m pretty sure a little “fuzz” is just normal.
